Down Payment Assistance (DPA) programs exist to make homeownership more affordable — not just for low-income households, but for working families across all income levels. 🏠 What Is Down Payment Assistance?
Down Payment Assistance is an umbrella term covering all programs designed to help buyers with the upfront costs of purchasing a home — not just SHIP. DPA funds can be used for:
- Reducing your required down payment
- Covering closing costs
- Reducing the principal balance on your mortgage
Most DPA programs work as a silent second mortgage — a deferred-repayment loan with no monthly payment. Many become fully forgivable after a set number of years (often 10), essentially turning into home equity if you stay in the home.
DPA is not a handout for the poor — it's a policy tool designed to make housing more affordable for working families. Many households earning a middle-class income still qualify.

HUD-approved counseling is also available through NHDC (Neighborhood Housing and Development Corporation), a nonprofit based at the GACAR building. Russ Hirshik is a HUD Counselor and conducts homebuyer education sessions there. Note that NHDC is not a government entity and does not directly distribute DPA funds — their role is education and counseling.
📍 Where Does the Money Come From?
- SHIP (State Housing Initiatives Partnership) — funded through Florida's Sadowski Fund, distributed by the Florida Housing Finance Corporation to each municipality. Rules vary by municipality.
- Florida Bond Program — a state-level first mortgage program that can be combined with DPA assistance.
- Hometown Heroes — a program for eligible frontline workers.
- HOP (Home Ownership Pool) — can provide up to an additional $25,000 stacked on top of SHIP, a bond program, or other assistance.
Different assistance programs can be combined ("stacked") — if your lender and the programs allow it. Some buyers have received as much as $85,000 in combined forgivable assistance. Always ask your lender what combinations are permitted.

Repayment & Timeline
If you sell the property before 10 years, you must repay the assistance. After 10 years, the loan is forgiven and converts to equity. Plan for 45–60 days to close due to documentation requirements (closings in 30 days have been done with a fast lender and inspector).
🌿 Alachua County SHIP Program (ACHD)
Outside Gainesville city limits, the Alachua County Housing Department (ACHD) administers the SHIP program with a mission to increase safe, healthy, affordable housing across the county.
Who Qualifies?
- First-time homebuyer (see definition below)
- Purchasing a home in Alachua County outside Gainesville city limits
- Completed a SHIP-certified homebuyer education class — call 352-393-8209 to register

- Owner-Occupied Rehabilitation — interest-free, deferred second mortgage for critical home repairs (roof, HVAC, plumbing, electrical, accessibility). Forgivable while you remain in the home.
- Disaster Assistance — funds for income-eligible applicants affected by a declared disaster.

🌐 Florida Housing Finance Corporation Programs
These state-level programs must be paired with a Florida Housing first mortgage loan and can be stacked on top of local DPA.
Florida Assist (FL Assist)
- Up to $10,000 on FHA, VA, USDA, and Conventional loans
- 0% interest, non-amortizing deferred second mortgage
- Not forgivable — due upon sale, refinance, or change of primary residence
Florida Homeownership Loan Program (FL HLP)
- $12,500 at 3% interest, fully amortizing over 30 years
- Carries a monthly payment — counts toward your DTI ratio
- Remaining balance due upon sale, refinance, or change of primary residence
3%, 4%, and 5% HFA PLUS Second Mortgage
- Receive 3%, 4%, or 5% of the total loan amount as a second mortgage
- Forgiven at 20% per year over a 5-year term
- Available only with Florida Housing's HFA Preferred or HFA Advantage first mortgage
